As our City Manager, Lynne supervises the compilation of the annual City budget. She appoints department heads and oversees the establishment of personnel policies.
She is responsible for the administration of state and federal regulations as they apply to the City of Hart.
In addition, the City Manager carries the Charter-assigned authority to enforce all laws and ordinances in the City.
Lynne is also the Zoning Administrator for the City of Hart.

The City of Hart operates under a Council/Manager form of government. The City Manager is appointed by and reports to the City Council. The City Manager oversees and coordinates the City's daily operations.
General policy guidelines, as set by City Council, are directed through the City Manager's Office. The City Manager organizes and directs the policies and activities of all City departments. He also works closely with all City boards and commissions.
The City Manager advises the Mayor and City Council on City projects and affairs to aid in the conduct of its business. He coordinates City activities internally and externally, with public and private agencies to carry out the policies and goals established by the City Council.
